Summarize this article with

An Australian internship or apprenticeship file holds up when its documents agree: the name on the agreement matches the identity document, the course matches what the education provider confirms, and the dates sit inside the enrolment period and, for a visa holder, inside the work rights. Each paper can look fine alone and the file still fail the comparison. This article lists the fields to compare, what a mismatch looks like and what the reviewer does next. Position as of October 2026; state and territory rules add detail.

Three kinds of file

In Australia a student placement can be lawfully unpaid only if it meets the Fair Work Act definition of a vocational placement; an apprentice is always an employee under a training contract. The Fair Work Ombudsman's student placements guidance states that placements meeting that definition are lawfully unpaid, and summaries of it list the conditions: the placement is a requirement of an Australian education or training course, it is unpaid, and the course provider is authorised under Australian law. Unpaid arrangements outside that exemption can lead to claims for wages, superannuation and leave. In Fair Work Ombudsman v Crocmedia Pty Ltd [2015] FCCA 140, unpaid students labelled as volunteers were found to be employees.

Element Apprentice or trainee Vocational placement student Visa holder with work rights
Core document Training contract, registered with the state training authority Placement agreement with the provider Offer or agreement plus visa evidence
Enrolment proof Registered training organisation and qualification Confirmation of enrolment from the provider Confirmation of enrolment (CoE) for students
Work rights Citizen, PR or valid visa Same VEVO result
Tax TFN declaration TFN if paid TFN declaration

Apprenticeships are described on the government's Australian Apprenticeships site. The training contract is signed by the employer and apprentice, and support providers help with its lodgement.

The cross-checks, field by field

The useful question is never "is the document there?" but "does this field agree with that field?"

Compare the full name on the agreement with the passport, driver licence or ImmiCard. Typical mismatches: a nickname in place of the legal first name, a dropped middle name, a different transliteration. Ask the person which form is correct, have the document reissued, and keep the first version. A mismatch carried into payroll complicates Single Touch Payroll reporting and superannuation.

2. Date of birth: ID against agreement

Age affects wage rates (junior rates apply by age), hour limits for minors and the need for a parent's consent. If the agreement says 17 and the ID says 19, one is wrong. The reviewer asks for a second document and records the answer.

3. Course: agreement against the provider

Qualification name, code and year must match the provider's confirmation. For a vocational placement, the placement must be a required part of the course; confirm the provider says so in writing. A "final year" on the agreement against a "second year" on the confirmation also moves the dates. Send the discrepancy back to the provider's placement office.

4. Dates: agreement against enrolment and visa

Dates must sit inside the enrolment period. For an international student, the work conditions on the visa matter as well as the dates. The Department of Home Affairs' VEVO service shows a visa holder's work entitlements, which the employer can check with the holder's consent. Compare the VEVO conditions and expiry with the agreement end date. An agreement running to 31 August against a visa ending 30 June is a mismatch, whatever the provider says.

5. Employer identity: agreement against ABN and ASIC records

Compare the entity name and ABN on the agreement with the ABN Lookup record, and the company name and status with ASIC. A trading name that maps to no registered entity is a warning sign. The lookup shows the entity exists and is active; it does not show that the documents supplied are genuine.

6. Pay: agreement against the award or contract

For apprentices, compare the stated wage and pay progression to the applicable award or enterprise agreement and to the training contract. For a placement said to be unpaid, test the facts against the vocational placement conditions. A stated wage below the award rate is a mismatch to fix before day one.

What the reviewer does when fields disagree

  1. Clerical error. Typo, wrong year. Ask the issuer for a corrected document and keep the first version.
  2. Missing information. No end date, missing page. Ask for the page or an addendum.
  3. Unexplained conflict. Two sources disagree and no one can explain it. Second reviewer, hold the start date, record the decision.

A worked example from semester start

A Brisbane engineering firm takes on a university student for a ten-week placement. The agreement names "Wei Chen", the passport "CHEN WEI", and the confirmation of enrolment "Chen, Wei Lin". The order of names is a formatting difference; the missing middle name on the agreement is worth fixing so payroll and the tax file number declaration match the passport. The agreement runs 1 July to 7 September, but VEVO shows a student visa with a condition limiting work hours during study periods and an expiry of 30 August.

Field Agreement Other source Finding Next step
Name Wei Chen Passport: CHEN WEI; enrolment: Chen, Wei Lin Middle name missing Reissue agreement
Course Bachelor of Engineering, year 3 Provider: year 3 Match None
End date 7 September VEVO expiry 30 August Conflict Ask for visa extension evidence
Placement type Unpaid Provider: compulsory unit Match with conditions Keep provider letter

Only one finding blocks the start: the visa expires before the placement ends. The reviewer does not shorten the dates to fit; changing the dates is a decision for the host and the provider, because the placement must still satisfy the course requirement. The record shows the VEVO result with its date, the provider's confirmation and the decision taken. When the extension arrives, the reviewer repeats the VEVO check rather than relying on the earlier result, because conditions can change between checks. This is the pattern for any file: identify the field that cannot be fixed locally, send it to the party that owns it, and keep the evidence of what was asked and answered.

Privacy in the file

IDs, visa records and enrolment details are personal information. The Privacy Act 1988 and the Australian Privacy Principles apply to many employers; the OAIC publishes guidance. Collect only what the comparison needs, with notice and consent, and limit retention and access. Whether the employee-records exemption applies to your file is a legal question; take advice for your case.

Questions people ask

Does an enrolment letter replace the placement agreement?

No. The letter confirms enrolment; the agreement sets duties, hours and supervision. You need both, with matching dates.

Can we start a student before the VEVO check?

You should not. Hold the start and run the check, with the holder's consent.

What if the name on the visa and the agreement differ?

Treat it as a conflict. Ask which form is correct, request a corrected document and record what you received.

Where an automated check fits

Six comparisons per file, multiplied by dozens of placements at the start of semester, is where errors slip in. A validation tool extracts the fields from each document, compares them (name, date of birth, course, dates, ABN and visa details) and flags disagreements for a person to resolve. It compares what the documents say with each other; it does not establish that a document is authentic. See the HR solutions page, the security page and pricing.

Frequently Asked Questions

What belongs in a placement file?

The signed agreement, an identity document, the provider's confirmation of enrolment, the VEVO result for a visa holder, parental consent for minors, and evidence of insurance cover.

Which mismatch is most common?

Names and dates. A nickname on the agreement and a placement that runs past the enrolment period or the visa account for most corrections.

Who signs a training contract?

The employer and the apprentice, and it is lodged through the Australian Apprenticeships system with the state training authority.

Can the start date wait while a mismatch is resolved?

It should. Starting before the paperwork is settled exposes the employer. Close the discrepancy, record it, then set the date.
